Indonesia Issues Taxpayers‘ Charter as Reference for DGT Staff on Duty

JAKARTA, DDTCNews - The Directorate General of Taxes (DGT) has officially launched the Taxpayers' Charter. This topic has amassed considerable public interest over the past week.

The taxpayers’ charter stipulated under the Director General of Taxes Regulation No. PER-13/PJ/2025 constitutes an official document that explicitly outlines the rights and obligations of taxpayers.

Director General of Taxes Bimo Wijayanto personally led the launch of the Taxpayers' Charter, which marks a significant milestone in reinforcing the relationship between the state and taxpayers.

“The launch of the Taxpayers' Charter is not a mere symbol. It embodies a tangible shift in our perspective: from being merely a tax-collecting authority to becoming a partner of the community in nation-building,” claimed Bimo.

Bimo views the charter as a concrete personification of the DGT's commitment to promoting transparency, accountability and fairness as well as fostering mutual trust and respect between taxpayers and the state.

He also stressed that a sound relationship between the state and its citizens must be grounded in shared responsibilities and respect for each other’s rights. For this reason, he hopes that the charter may serve as a common reference in all tax-related interactions, either by tax officers or the public.

A Reference for Tax Employees

Bimo highlighted that the Taxpayers' Charter functions as a code of ethics for services, a reference for transparency and a means for strengthening the relationship between the authorities and taxpayers.

The taxpayers’ charter, according to Bimo, reflects the DGT’s steadfast commitment to improving the quality of tax services for taxpayers.

“Let every service counter, taxpayer consultation and administrative process become a platform to demonstrate our commitment to fairness, accountability and respect for taxpayers,” he stated.

Bimo, therefore, has instructed all DGT vertical units throughout Indonesia to adopt the Taxpayers’ Charter as a reference in carrying out their duties.

“Apply the charter fully in your respective offices. Let every service demonstrate your integrity. Ensure that the values in this charter are reflected in every interaction with taxpayers,” he stated.

Bimo also conveyed his appreciation to all taxpayers who have played a pivotal role in supporting national fiscal resilience. Every rupiah paid by taxpayers embodies taxpayers’ trust in the state.

MoF Reg. on Crypto Tax to Be Revised

The DGT is set to revise the regulation concerning the taxation of crypto assets, namely the Minister of Finance Regulation (MoF Reg.) 81/2024.

Bimo Wijayanto elaborated that the amendment to MoF Reg. 81/2024 is necessary as the MoF Reg. still classifies crypto assets as commodities.

“In the past, we treated crypto assets as commodities. Now that they have transitioned into financial instruments, we are to revise the rules accordingly,” added Bimo.

House of Representatives Urges Government to Collect Tax Liabilities

The Budget Committee (Badan Anggaran/Banggar in Indonesian) of the House of Representatives (Dewan Perwakilan Rakyat/DPR in Indonesian) through the Basic Assumptions, Fiscal Policies, Revenues, Deficit and Financing Working Committee is urging the government to intensify the expansion of the tax basis, boost taxpayer compliance and collect tax liabilities.

In his presentation, Budget Committee Member Marwan Cik Hasan outlined that these measures are essential components of the government’s 2026 tax technical policies.

“With mounting economic pressures, tax reform efforts are being directed, inter alia, to expand the tax basis, enhance taxpayer compliance and optimise state revenues while maintaining a conducive investment climate to positively impact economic growth,” the Budget Committee stated during a working meeting with the government.

Prabowo’s Warning to Businesspeople

President Prabowo Subianto has once again called on entrepreneurs to conduct their business properly.

Prabowo stressed that all entrepreneurs in Indonesia must conduct their businesses ethically and avoid infringing on public rights. Moreover, these businesspeople are expected to pay taxes on their income accurately and not attempt to deceive the state.

“I have issued this warning multiple times, ladies and gentlemen, get your act together, manage your business duly. Should you wish to run a legitimate business, pay your taxes and earn profits fairly. Don't be dishonest,” he reprimanded.

Government-Borne VAT on Supplies of Certain Special Operational Supplies

Minister of Finance Sri Mulyani has issued MoF Reg. 44/2025. The regulation provides for the granting of the government-borne value added tax (VAT) incentive for supplies of certain special operational supplies for the 2025 fiscal year.

These certain special operational supplies include medical supplies, field hospitals and special operational rations for the military. This incentive aims to improve both the quality and quantity of certain special operational supplies at the Ministry of Defence and/or the Indonesian National Armed Forces (Tentara Nasional Indonesia/TNI in Indonesian).

“VAT payable on supplies of certain special operational supplies to the ministry... defence and/or the Indonesian National Armed Forces, is borne entirely by the government for the 2025 fiscal year,” reads Article 2 of MoF Reg. 44/2025.

100% Government-Borne VAT on Housing Extended Until December

The government has decided to grant the government-borne VAT facility for landed houses and flats at 100% until December 2025.

As outlined under MoF Reg. 13/2025, government-borne VAT on houses of 100% was only valid from January to June 2025. As for July to December 2025, the amount of government-borne VAT has been reduced to only 50%.

“The government-borne VAT facility for property that should be [amount to] 50% in the second semester of 2025 has been agreed to remain 100%,” said Coordinating Minister for Economic Affairs Airlangga Hartarto. (sap)
