Purbaya Shuffles Hundreds of MoF Officials, Targets Better Performance

JAKARTA, DDTCNews - The reshuffle of hundreds of echelon II, echelon III officials, non-echelon officials, heads of institutions, as well as directors of special mission vehicles (SMV) within the Ministry of Finance (MoF) garnered significant public attention this week.

The officials inaugurated included those from the Directorate General of Taxes (DGT), The reorganisation was undertaken through transfers, dismissals and appointments, reappointments as well as grade promotions within the MoF.

"This inauguration is not merely a change of position or a change of workplace, but is part of an organisational process to ensure the Ministry of Finance continues to move forward, adapt and perform increasingly well," said Minister of Finance, Purbaya Yudhi Sadewa.

Purbaya affirmed that the newly inaugurated officials and functional officials play a pivotal role in ensuring the state budget operates more swiftly and accurately in driving the economy. According to him, the strengthening of that role is in line with the direction he has communicated since taking office as the minister of finance.

In addition, Purbaya called on MoF human resources to drive increases in state revenue without imposing new burdens on the public. The quality of state expenditure also needs to be improved, accompanied by enhancements to the tax system so that services to the public become increasingly optimised.

"There are still business processes that must be improved, services that must be accelerated, revenues that must be strengthened and expenditure quality that must continually be enhanced," he said.

Entering his second year as the minister of finance, Purbaya also urged all MoF officials not to be complacent. He stated that the institution needs to move more quickly, particularly in resolving issues and making decisions.

In his view, the need to move faster constitutes one of the reasons for the reshuffle in various units of the Ministry of Finance. He said the officials who took on the new positions had been selected based on their respective capacity and professionalism.

"A healthy organisation must not be static; we need to refresh; we need to give good people the opportunity to take on greater responsibility. We also need to place the right people in the right positions, according to the challenges we face,” he claimed.

Purbaya affirmed that rotations and transfers are not an end in themselves. He stated that what is more important is the positive change that the new officials and functional officials bring to the advancement of the institution and the nation.

Purbaya Vows to Resolve Tax Refund Obstacles

Purbaya vowed that he would look into the obstacles surrounding tax refunds experienced by businesses.

Purbaya suspects there has been a shift in the implementation of his instructions regarding refund supervision. He emphasised that from the outset his ministry had only instructed its staff to strengthen supervision of refunds in the coal sector, not other sectors.

"Refunds were at that time suspected in the natural resources area. I paid IDR25 trillion in subsidies to coal companies. That was actually what was being monitored, but apparently the implementation shifted somewhat. I will monitor it and sort it out later," he remarked.

SPP-TDLN Officially Applied in Stages

The SPP-TDLN was officially applied on 10 September 2026. In the initial phase of implementation, the SPP-TDLN will be focused on the state-owned bank association (himpunan bank milik negara/Himbara in Indonesian).

Beyond Himbara, several private banks and financial services institutions, such as financial technology (fintech) providers, will also be involved on a phased basis. "Yes [it has been implemented today]. For now, it is the Himbara banks first — there are 4 large ones — but some private banks are also participating," claimed Purbaya.

According to Director General of Taxes, Bimo Wijayanto, the implementation of SPP-TDLN has the potential to nearly double the tax base from trading activity. Currently, tax revenue from digital trading stands at approximately IDR8 trillion to IDR12 trillion.

Tax Consultant Licence Applications Need Not Be Sequential

MoF Reg. 55/2026 allows a person to obtain a tax consultant licence without having to follow a sequential progression.

Ririn Septiani, a Senior Expert State Finance Analyst at the Directorate of Guidance and Supervision of Financial Professions (Pembinaan dan Pengawasan Profesi Keuangan/PPPK in Indonesian) of the MoF, explained that under the currently applicable provisions, a person may obtain a tax consultant licence corresponding to the level of the certificate of competency (surat keterangan kompetensi/SKK in Indonesian) they hold.

"Tax consultant licences consist of levels A, B and C, with the scope of services following each respective classification. Under the new regulation, applications for a tax consultant licence need not follow a sequential order," she stated.

Tax Attorney Regulation Challenged at the Constitutional Court

An applicant named Mahamuddin has filed a judicial review petition against Article 44E paragraph (2) subparagraph e of the General Tax Provisions and Procedures (GPTP) Law, as last amended by the Harmonisation of Tax Regulations (harmonisasi peraturan perpajakan/HPP in Indonesian) Law with the Constitutional Court (Mahkamah Konstitusi/MK in
Indonesian). The said paragraph vests authority in the minister of finance to regulate certain competencies that an attorney must possess, as stipulated under Article 32 paragraph (3a) of the GPTP Law.

According to the applicant, Article 44E paragraph (2) subparagraph e is inconsistent with Article 23A of the 1945 Constitution, which provides that taxes and other compulsory levies must be regulated by law.

In the preliminary examination session, the Constitutional Court requested the applicant and legal counsel to strengthen the legal standing and reasons for the petition in the judicial review of Article 44E paragraph (2) subparagraph e of the GPTP Law, as last amended by the HPP Law.

Danantara to Transfer IDR120 Trillion Profit as Fiscal Buffer

President Prabowo Subianto has instructed Danantara to place profits worth IDR120 trillion into the state treasury. This decision was taken when Prabowo chaired a limited cabinet meeting attended by ministers.

"This was not a discussion at Danantara. It originated from a limited cabinet meeting with the President. He made the decision. We comply with it," Purbaya remarked.

The profit distribution by Danantara is not intended to reduce the fiscal deficit, but rather to serve as a reserve or fiscal buffer. The profits in question would be distributed to the government this year, taking into account Danantara's readiness. (dik)
