Purbaya Restructures the Organisation of DGCE Vertical Agencies
JAKARTA, DDTCNews – Minister of Finance, Purbaya Yudhi Sadewa, has restructured the organisational structure of vertical agencies of the Directorate General of Customs and Excise (DGCE) through Minister of Finance Regulation (MoF Reg.) 58/2026.
The regulation, which takes effect from 10 August 2026, repeals and replaces MoF Reg. 188/2016, as amended by MoF Reg. 183/2020. The organisational restructuring has been conducted to optimise the role of the DGCE and to improve the effectiveness and performance of the organisation.
"...It is necessary to conduct organisational restructuring and working procedures of vertical agencies of the Directorate General of Customs and Excise," reads the considering section of MoF Reg. 58/2026, as cited on Thursday (13/8/2026).
The reorganisation is conducted, among others, by amending the organisational structure of the DGCE regional offices. Pursuant to MoF Reg. 58/2026, the structure of DGCE regional offices now comprises: the General Affairs Division; the Audit, Technical and Facilities Division; the Enforcement and Investigation Division; the Internal Compliance Division; as well as functional positions and implementing positions.
One of the principal changes is the consolidation of a number of functions into the Audit, Technical and Facilities Division. That division now encompasses technical services, permits and facilities, governance, audit, re-examinations, audits for specific purposes, objections and appeals, public communications as well as service user guidance.
MoF Reg. 58/2026 also reorganises the sections within the Enforcement and Investigation Division. At DGCE regional offices, the Enforcement and Investigation Division now comprises the Intelligence Section, the Enforcement Section, the Investigation and Enforcement Goods Section and the Operational Support Section.
In addition to the restructuring, MoF Reg. 58/2026 highlights information technology support within the organisational structure. For instance, at medium customs and excise offices (kantor pengawasan dan pelayanan bea dan cukai/KPPBC in Indonesian), an Information Technology Support Section has been established as a separate unit.
MoF Reg. 58/2026 also clarifies the legal advocacy function. At DGCE regional offices, MoF Reg. 58/2026 incorporates the functions of consultation, legal opinion and legal efforts and advocacy into the Audit Division.
At the prime offices (kantor pelayanan utama/KPU in Indonesian), MoF Reg. 58/2026 incorporates the legal advocacy function into the General Affairs Division and establishes an Advocacy Sub-division. That sub-division handles legal consultation, legal opinions, legal efforts and advocacy as well as the appointment of experts and the assistance of witnesses/experts.
In light of the changes to the organisational structure, MoF Reg. 58/2026 provides a transitional period for officials still holding positions under MoF Reg. 188/2016 and MoF Reg. 183/2020. Those officials shall continue to implement their duties and functions until new positions are established and new officials are appointed and inaugurated.
The establishment of new positions, the appointment of new officials and the inauguration of new officials pursuant to MoF Reg. 58/2026 must be carried out no later than 1 year after MoF Reg. 58/2026 is promulgated. MoF Reg. 58/2026 was promulgated on 10 August 2026.
MoF Reg. 58/2026 also restates the name, type, location and working area of each DGCE vertical agency in its appendix. MoF Reg. 58/2026 takes effect from the date of its promulgation. The entry into force of MoF Reg. 58/2026 simultaneously repeals MoF Reg. 188/2016, as amended by MoF Reg. 183/2020. (dik)
