MoF Rules on Tax Consultant Licences via Satu-ProfKeu
JAKARTA, DDTCNews - From Tuesday, 27 October 2026, all tax consultant permit services will be handled through a single portal, namely the Ministry of Finance's Satu-ProfKeu platform.
This implementation complies with the Director General of Financial Sector Stability and Development Circular Letter Number SE-6/SK/2026, enacted on 16 October 2026. Satu-ProfKeu was developed by the Directorate of Financial Profession Guidance and Supervision (Direktorat Pembinaan dan Pengawasan Profesi Keuangan/DPPPK in Indonesian).
Previously, the permit process for financial professions was carried out separately across a number of different platforms according to profession type. Those supporting platforms have now been unified within a single system architecture. According to the Circular Letter, this consolidation aims to eliminate the barriers between the former systems.
“This integration aims to eliminate the previous systemic barriers, thereby, the consolidation and management of financial profession permit data may be recorded centrally, consistently and accurately,” reads the Circular Letter, as cited on Monday (26/10/2026).
DPPPK hopes that the centralisation of services will offer greater convenience for all stakeholders. At the same time, the move is expected to strengthen the effectiveness and accountability of DPPPK in guiding and supervising financial professions.
This Circular Letter applies to two groups of users: licensed tax consultants and prospective tax consultants. One of its legal bases is the Minister of Finance Regulation (MoF Reg.) Number 55 of 2026 concerning Tax Consultants and Other Parties Acting as Taxpayers's Attorneys (MoF Reg. 55/2026).
The platform is accessible at satu-profkeu.kemenkeu.go.id. Carbon copies of the Circular Letter were also sent to 4 tax consultant professional associations, namely the Indonesian Tax Consultants Association (Ikatan Konsultan Pajak Indonesia/IKPI in Indonesian), the Indonesian Public Tax Consultant Association (Asosiasi Konsultan Pajak Publik Indonesia/AKP2I in Indonesian), the Indonesian Tax Practitioner Consultant Association (Perkumpulan Konsultan Praktisi Perpajakan Indonesia/PERKOPPI in Indonesian) and the Indonesian Tax Consultant Practitioner and Professional Association (Perkumpulan Praktisi dan Profesi Konsultan Pajak Indonesia/P3KPI in Indonesian).
How to Log In and Manage Licences on Satu-ProfKeu
The first step to using Satu-ProfKeu is having a Ministry of Finance SSO account. Users fill in a number of data fields and then verify the email address that will serve as their user name. Once verified, users log in to Satu-ProfKeu using that SSO account.
The subsequent steps differ between licensed consultants and prospective consultants.
- Licensed tax consultants. Obtain a role → complete profile data → submit permit application. Their accounts are automatically linked to the DPPPK permit database. They must ensure their profile data is complete and up to date, and update it via the platform if anything is missing.
- Prospective Tax Consultants. Fill in profile data → submit permit application → obtain a role. Prospective consultants complete their profile in full, then apply to obtain a role.
Satu-ProfKeu recognises two types of role. First, an individual role, which is assigned automatically to every user. The types of licence that may be applied for are determined by that individual role.
“An application for a firm licence is submitted by a user with an individual role who is to be designated as the director or managing partner of the firm being applied for,” reads the Circular Letter.
Second, an firm role, which is automatically attached to the individual role of the director or managing partner of a tax consultant office. The holder of a firm role may appoint an administrator to assist with the administrative matters of the application. The types of application available via the office role follow the services provided on the platform.
To facilitate use of the Satu-ProfKeu platform, the DPPPK provides a user guide accessible at https://t.kemenkeu.go.id/SatuProfkeu.
9 Data Changes That Do Not Require Verification
Tax consultants can now update certain data without waiting for verification by an officer. Via Satu-ProfKeu, 9 types of data change service are verified automatically by the system.
- For individuals, there are 6 automatic services, including changes to: (i) national identification card address, (ii) domicile, (iii) place of employment, (iv) association membership, (v) certification and (vi) education.
- For firms, there are 3 automatic services, namely changes to: (i) employee data, (ii) address and (iii) quality control standards.
Through SE-6/SK/2026, the director general of financial sector stability and development confirms that for those nine services, DPPPK will not issue any permit document whatsoever.
On the other hand, there are a number of obligations, including:
- Service users must ensure that their individual profile data and/or firm profile data on the Satu-ProfKeu platform is complete and consistent with current conditions. Where any data is incomplete or inconsistent, users must update it according to the mechanism available on the platform.
- Service users are fully responsible for the security and use of their account and role.
- Appointing an administrator does not transfer the responsibility of the firm role holder. That is to say, the firm role holder remains liable for everything carried out through that role.
Treatment of Existing Applications and How to Submit Enquiries
Tax consultant licence applications submitted outside Satu-ProfKeu from 27 October 2026 will not be processed. This clarification is contained in the closing section of SE-6/SK/2026, making Satu-ProfKeu the sole licensing platform for that profession.
What, then, of applications submitted previously? The Circular Letter sets out three possible scenarios as follows.
- Permit applications submitted no later than 26 October 2026 that have fulfilled the requirements will continue to be processed pursuant to the applicable provisions.
- Permit applications submitted no later than 26 October 2026 that have not yet fulfilled the requirements will be returned and applicants will be asked to resubmit via the Satu-ProfKeu platform.
- Permit applications submitted other than through the Satu-ProfKeu platform on or after 27 October 2026 will not be further processed and applicants may reapply via the Satu-ProfKeu platform.
